Implementation of Ukraine's Commitments under WTO and ENP Frameworks in the Rural Sector

Results to date

  • A comparative analysis of the Regulation (EC) No178/2002 laying down the general principles and requirements of food law, establishing the European Food Safety Authority and laying down procedures in matters of food safety with the Ukrainian legislation in this field has been carried out
  • Specific recommendations on bringing the Ukrainian food legislation in conformity with the Regulation (EC) No178/2002 have been elaborated
  • A comparative analysis of the Regulation (EC) No852/2004 on the hygiene of foodstuffs with the Ukrainian legislation in this field has been carried out
  • A draft Law “On introducing changes to several legal acts of Ukraine related to food safety” has been developed. It envisages changes to 12 legal acts and contains many provisions aimed at harmonization of Ukrainian food legislation with EU food safety requirements
  • Specific recommendations on bringing the Ukrainian food legislation in conformity with the Regulation (EC) No852/2004 have been elaborated
  • A comparative analysis of the Regulation (EC) No853/2004 laying down specific hygiene rules for food of animal origin with the Ukrainian legislation in this field has been started
  • The Country Profile of Ukraine on Food and Feed Safety, Animal Health, Animal Welfare and Plant Health has been updated
  • A report of research findings “National Food Control System in Ukraine and Proposals for its Reforming Based on European Standards” has been prepared
  • Food Safety Policy Paper has been prepared to promote improvements in the State food safety control system has been prepared and a Costs – Benefits Analysis of the Policy Options has been carried out
  • Experts of the Component cooperate actively with the state authorities involved in the process of reforming food safety system in Ukraine. Development of the draft law “On introduction of changes into some legislative acts (regarding issues on food safety)” has been started in close cooperation with the Ministry of Justice of Ukraine, the State Veterinary and Phytosanitary Service of Ukraine and the Economic Reforms Coordination Centre under the President of Ukraine. Assistance in budgeting the Institutional Reform Plan in the Sphere of Sanitary and Phytosanitary Measures (SPS Plan) has been provided to the Working Group under the Main Department of Civil Service of Ukraine; there were two round table meetings on the SPS Plan budgeting (18, 22 July 2011), participation in which has been taken by representatives of the EU Delegation, the Economic Reforms Coordination Centre, the Centre for Adaptation of the Civil Service to the Standards of the EU, the Ministry of Agrarian Policy and Food of Ukraine, the State Veterinary and Phytosanitary Service of Ukraine, the State Scientific and Research Institute for Laboratory Diagnostics and Veterinary and Sanitary Expertise, the Ministry of Health Protection of Ukraine, the State Sanitary and Epidemiologic Service of Ukraine, the Ministry of Economy of Ukraine, the State Customs Service of Ukraine, the National Codex Alimentarius Commission of Ukraine and the National Agency for Accreditation of Ukraine.
  • Following recommendations of the State Committee for Veterinary Medicine of Ukraine (NOW THE State Veterinary and Phytosanitary Service of Ukraine - SVPS) the Project selected 15 enterprises in the food safety pilot regions where HACCP and traceability system would be implemented under the Project advisory support. The project experts visited the selected enterprises for pre-evaluation purposes and now on a regular basis the experts conduct audits of pre-requisite programmes and HACCP programmes implementation. HACCP-teams have been created at every enterprise which cooperate directly with the project experts and take part in the food safety training programme, which is developed on audit results. The project experts have developed and provided the pilot enterprises with model documentation on HACCP system and pre-requisite programmes. To ensure effective sharing of information and experience, the project experts have been working on development and implementation of HACCP and traceability systems in collaboration with regional representatives of the state authorities which are responsible for inspecting each of the said 15 enterprises, namely, inspectors of main departments for veterinary medicine, sanitary doctors in food hygiene and specialists of the state enterprise “Agency for Animal Identification and Registration” (AAIR)
  • The existing system of identification and registration of bovines, sheep, goats, pigs and horses as well as the institutional structure and responsibilities between involved institutions has been assessed. Recommendations on further development / improvement of the system have been prepared including poultry identification and registration and involvement of the veterinary service as well as the veterinary militia in the process
  • The Animal Identification and Registration Working Group has been created; consisting of representatives of the Ministry of Agriculture and Food of Ukraine (MAF), the State Veterinary and Phytosanitary Service of Ukraine, the SE “Agency for Animal Identification and Registration” and the Department of Veterinary Militia on Quarantine Veterinary Measures of the Ministry of Internal Affairs of Ukraine (Vetmilitia); the purpose of the Working Group is to improve coordination of activities of the involved state institutions
  • In the food safety pilot regions a series of training seminars and workshops has been held for representatives of the SVPS, the AAIR, sanitary doctors in food hygiene as well as for representatives of the pilot enterprises:
    • Introduction to Food Safety in the European Union (July 2009, Kyiv, Cherkasy, Dnipropetrovsk, Lviv, Poltava;
    • Practical Aspects of HACCP System (April – May 2010, Kyiv, Cherkasy, Dnipropetrovsk, Lviv, Poltava);
    • Animal Identification and Registration. Traceability. Beef Labelling (March 2010, Lviv, Cherkasy, Kyiv);
    • Registration of Poultry Farms. Labelling of Eggs (March 2010, Kyiv);

  • Five-day Training for Trainers and one-day Training for Trainers Follow-up has been conducted (March 2009 and February 2010 respectively). The events were attended by senior management of the SCVM, the AAIR and regional veterinary laboratories of the food safety pilot regions
  • Five study visits have taken place:
    • to Italy with a purpose to familiarize the Ukrainian delegation with activities of the European Food Safety Authority (Parma) and the regional veterinary services in Pescara (25 – 31 May 2009). Representatives of the SCVM, the AAIR, the state regional laboratories of veterinary medicine, the Secretariat of the Cabinet of Ministers and the Ministry of Agrarian Policy of Ukraine took part in the study visit;
    • to Portugal with a purpose to familiarize the Ukrainian delegation with activities of the state veterinary services at the national and regional level and a food safety control system (6 – 14 June 2010, Porto – Lisbon). Representatives of the SCVM, the SE “AAIR”, the state regional laboratories of veterinary medicine, the Ministry of Agrarian Policy of Ukraine and the Ministry of Health Protection of Ukraine took part in the study visit;
    • to the UK with a purpose to learn about a food safety system in the country and to participate in the open meeting of the Board of the Food Standards Agency (FSA) (14 – 22 September 2010, Aberdeen – Edinburgh – London). Representatives of the SCVM and the Ministry of Justice of Ukraine took part in the study visit;
    • to Ireland and the Northern Ireland with a purpose to visit the EU Food and Veterinary Office (FVO), the Food Safety Authority of Ireland in Dublin, and the UK Food Standards Agency in Belfast (04 – 12 July 2011). Representatives of the Ministry of Agrarian Policy and Food of Ukraine, the State Veterinary and Phytosanitary Service of Ukraine, the SE “AAIR” and the State Sanitary and Epidemiologic Service of Ukraine took part in the study visit;
    • to the UK with a purpose to participate in the HACCP training (13 – 15 September 2011), organised by the UK food processing and food safety research institution “Campden BRI” (Chipping Campden, Gloucestershire). The Ukrainian group comprised three Ukrainian civil servants from the State Veterinary and Phytosanitary Service of Ukraine and the State Sanitary and Epidemiologic Service of Ukraine.
  • Assistance was given to the organisation of training visits within the EU TAIEX Programmes to: 1) Slovakia for three representatives of the AAIR. During the visit the participants were familiarised with the animal identification and registration system in the country, and visited the Slovakian Ministry of Agriculture, the State Veterinary Service, and the Animal Registration Agency as well as animal holdings and animal slaughter houses; 2) Bulgaria for three representatives of the SCVM. During this visit the participants learned about the Bulgarian experience in the development and introduction of the HACCP and traceability system
  • Contacts with a number of donor organisations and projects which deal with food safety issues in Ukraine have been established. The International Food Safety Donors’ Coordination Working Group has been created. Meetings of the IFSDCWG are convened monthly. As of today there have been 15 meetings
  • New laboratory equipment and sample collection vehicles have been purchased by the EU and delivered to the laboratories in the food safety pilot regions (the State Scientific-Research Institute on Laboratory Diagnostics and Veterinary and Sanitary Examination (Kyiv), the State Scientific-Research Control Institute for Veterinary Medicine and Feed Additives (Lviv) and Dnipropetrovsk, Lviv, Poltava, Cherkasy regional state laboratories of veterinary medicine). Technical specification for the laboratory equipment and other tender documentation has been prepared by the project experts.
  • The English – Ukrainian Veterinary Glossary has been prepared and published
  • 38 EU food and veterinary legal acts have been translated from English into Ukrainian and approved as official translations by the Ministry of Justice of Ukraine.
  • Digests of the DG SANCO e-newsletters are translated into Ukrainian and circulated weekly by email.
