Institutional development

The purpose of the project, “Implementation of Ukraine’s commitments under WTO and ENP frameworks in the rural sector”, is to support the application of a Sector Wide Approach (SWAP) for agriculture and rural development.

This is a new approach for Ukraine and its introduction requires certain institutional and legislative changes. The component on Institutional Development has the aim of supporting the relevant executive arm of the state, the Ministry of Agrarian Policy of Ukraine (MAP), in the introduction of this sector wide approach.

Within the framework of this component the project activities are aimed at –

• Improving the SWAP environment and develop medium term expenditure plans
• Supporting EU-Ukraine dialogue on agriculture and rural development
• Enhancing policy analysis capacity in MAP
• Improving donor co-ordination in agriculture
• Introducing the MARS crop yield forecasting system
• Improving professional skills in MAP
• Improving the visibility and public image of MAP

The main beneficiary of Component 1, “Institutional Development” is the Ministry of Agrarian Policy of Ukraine.
