Implementation of Ukraine's Commitments under WTO and ENP Frameworks in the Rural Sector

Results to date:

  • The project experts have prepared recommendations for improvement of the Ministry’s website and conducted training for Ministry staff on the preparation and presentation of web content. Technical improvements to the website have also been implemented.
  • With the aim of improving donor co-ordination in the rural area and improvement in the effectiveness of project design and implementation, a new projects database has been created for the Ministry which will contain general information on relevant projects, and details of their approaches, methodologies, and achievements. The database will support further dissemination of good practices in the sector.
  • A Training Needs Analysis (TNA) has been conducted on the experts of the Ministry of Agrarian Policy with a view to improving their capacity for policy analysis in the sector and their ability to prepare a medium term expenditure framework in support of the SWAP.
  • On the basis of the Training Needs Analysis, a training programme for Ministry experts has been developed and agreed with the project partner. The programme includes training in policy analysis techniques, WTO and EC mechanisms as they relate to agriculture and rural development, decision-making and negotiation skills, financial management and control, and the raising of general management skills.
  • A course of English language training has been organized for the management and experts of the Ministry to improve their ability to communicate with foreign partners.
  • With the aim of improving the dialogue between Ukraine and the EU, project experts participated in the international conference “Ukraine – EU Free Trade Area as an instrument of European Integration and internal reform” wjhich was organized by the Verhovna Rada Committee for European Integration and the EC project “Ukrainian-European Policy and Legal Advice Centre (UEPLAC). The project facilitates the organization and running of donor co-ordination meetings for the Ministry.

Forthcoming events:

  • Implementation of the training programme;
  • Facilitation of the next donor co-ordination meeting;
  • Launch of a test version of the projects database.
