Implementation of Ukraine's Commitments under WTO and ENP Frameworks in the Rural Sector

Accomplishments:

  • Investment Forum "Investments in the Ukrainian Agrarian Sector - Development of Agricultural Wholesale Markets" in association with The Ministry of Agrarian Policy of Ukraine and the Delegation of the European Union to Ukraine was organised on June 16, 2010.
  • Project experts advised MAP specialists on development of the National Targeted Program for Supporting Wholesale Agriculture Markets Development. Project experts were included in the Task Force on Drafting Laws and Regulations on Market Infrastructure Development. As a result, they, jointly with MAP specialists, developed a package of regulations needed to implement the Law of Ukraine "On Wholesale Agriculture Markets" and the National Targeted Program for Developing Wholesale Agriculture Markets. Most of the draft regulations were discussed at the extended meeting of the Task Force on September 10, 2009.
  • Project advisors conducted a series of seminars and roundtables to discuss specific aspects and impediments to market infrastructure development in Ukraine. For instance, the experts, jointly with MAP, held two roundtables named "Practices of Public-Private Partnership in the Ares of Wholesale Agriculture Markets Development in EU and Introduction of Such Partnership in Ukraine".
  • In May 2009, the Project organized and funded participation of Ukraine representatives (at the MAP and Project level) in the conference of the World Union of Wholesale Markets (WUWM) in Prague. The Project became a member of WUWM and, as such, was granted an access to the international database of laws, regulations, and methodological documents that regulate and support establishment and development of wholesale market operations.
  • Project experts developed three model designs of a wholesale agriculture market. The model designs are based on a concept of phased development of a wholesale agriculture market.
  • Project experts prepared a concise investment proposal on the wholesale market in Odesa oblast (Ovidiopol raion) and sent it out to financial institutions which may be interested in the project including EBRD. Two working meetings with EBRD were held.
  • In late August - early September 2009, the Project conducted a study tour for representatives of the central and local government authorities and agrarian businesses from five regions (AR Crimea, Odesa, Poltava, Lviv, and Kherson oblasts) to expose them to experience of Belgium and Dutch agriculture producers in organizing distribution of own produce and latest developments in their operations. The study tour was also intended to learn other counties' government approach to addressing problems marketing of agriculture products.
  • Project experts prepared a package of informational materials on agrarian market infrastructure development. Specifically, they were involved in developing guidelines on establishment and operation of cooperative wholesale-and-retail agriculture markets and practical manual "Agriculture Servicing Cooperative". The total circulation is 10,000 copies.
  • Project experts conducted the next series of training seminars on developing a system for marketing farmers' produce in Lviv and Kherson oblast and the Crimea in September 2009.
